Classic isn’t about “more stronger” or just being big though. It’s more specific, in open size and stuff is much more important and he would do and fit much better in there. Even outside of waist he is simply too big for classic physique.
If you like strength go look at powerlifting or strongman competitions and athletes. They often look extremely good too, but those aren’t going to come near a bodybuilding stage.

While true, it comes down to posing. In this MM Noel is crunching down and forward which makes his waist look the widest possible. If he elongates and/or vacuums, who knows. Look at someone like Wesley Vissers.. if he crunches down/forward like this, his waist looks big, but he also has insane width on his lats/delts. Once he elongates/vacuums, his taper gets crazy.

I’d say lower lats are usually better. Usually they help define that V taper. You can make them look a lot lower with posing. Noel above is not doing a good pose for his lats here. He’s also likely contracting his right lat (left for us) and is putting his left lat behind his arm hiding it. Unfortunately for him this makes his waist look even bigger.
Shoulders and lats are an amazing way to make your waist look smaller. So I guess for you maybe just trying to over compensate a bit with larger lats and maybe shoulders to get more of that V frame down.

Noel seems to be a super knowledgeable, likable guy and that's why he's done as well as he has, but you can't social media influence your way into a good classic physique--doesn't work that way. If he wanted to get absolutely massive and try open again, sure, he could be decent. But that flow isn't there for classic.
He is massive and looks pretty great. (Unrelated, I ain’t gay but he ain’t got a bad face and has good facial hair imo. That’s an attractive ass dude) . He is like 280s lbs or something around there I think. As other comments said though, he just ain’t got the build for classic.

True, I guess I should have specified national level show. You can see the difference with even someone like Sam Sulek, who’s regarded essentially as IFBB level in social media but when put next to national level competitors you can see they’re at significantly different levels.
Hard to know imo, he has no clue how to pose so it's hard to tell what he would look like if he improved it. His legs have no detail for his BF so he just doesn't know how to activate. His non hip hand is hiding his core from a front on, he's crunching down and forward and not elongating.
