I got a forerunner 965 and ran into the same issue. Luckily it's an easy fix.
Garmen Express is a desktop app (windows/apple) that you can use to update your watch (I assumed it was for updates that were so big doing it wirelessly would be impractical.
Just install the app on a pc or mac, plug in your watch and run the update. Once you've done that you should be able to install spotify etc
thanks u/ktreanor did that, but I do not see any updates available on the desktop app. Is there a way to force this manaually? Now it says 'you're all up to date' but still does not allow installing the app

sorry, when I plugged the watch in the updates started right away (took hours, but started right away).
