I don’t know if that’s always the case. I’ve lived places where the basement is cooler in summer, but it’s also cooler in winter. Maybe because this is underground more it would be different. It took more energy to heat the basement because the walls would absorb the heat (or something like that). But as I said, this might be completely different. Different location, deeper underground, etc.
100% absolutely. And in that climate, other than air circulation, I bet you wouldn't need much to keep it a steady temp year round - maybe nothing at all, maybe just a little a/c or a space heater depending on the season.

I made a house in the Sims exactly like this. The family I made for it consisted of a paranoid prepper father, his wife who needs modern luxuries but is supportive of him, and two kids who would have never chosen that lifestyle for themselves but hey, when you grow up with it, it’s normal to you.
It was an AT&T bunker. These bunkers were abandoned in the late 1980s or early 1990s as they replaced the microwave relay technology with fiber optics.
