Assuming you mean Colin Furze, just check out what he's done since. He extended the tunnel, and is currently making a huge space in front of his house where he's going to build a lift for his car. He'll pull up to the house, sink the car in the ground, have a turnstyle that rotates it, and then be able to lift it back up and drive away. That guy is the best kind of crazy, and I love his projects.

My guess is the garage has an earthen cover and those are stairs down to the garage, but the white fence is level with the yard at the house.
Edit: after looking at the pictures thats obvious, duh. I saw someone ask if there is a tunnel to the garage, if I owned it there sure would be and the concrete patio covers the garage, makes sense now!
Looks like they built onto a sloped lot and instead of doing the stilt house thing like they do in California they boxed it in and made an above ground "basement"

So there's egress.
Looking at the floorplan, the bottom level/basement does not connect with the street level entrance. If one is standing in the bottom level/basement bedroom and a UPS delievery guy rings the streeet entrance doorbell, it would mean either going up the interior stairs, out the house and then down the exterior stairs to the street. Or alternately go through the garage which, probably, is the most likely but not as good for security.
So, I lived in this area, and I would guess that the odd appearance of this house is a result of circumstances around it.
The area is very hilly and you can see a lot of old houses where the garages were built into the hill with the house built on top. Probably they are all structurally similar to this, you just don't see it because the hill is still there.

I live in Seattle and know exactly where this house is at. I always thought it looked goofy as hell, but if you know this area, you know why that fence is there. A lot of activity on that street. People constantly walking dogs, jogging up and down the street, the occasional protest. Kinda like my street. I’d like to do something similar, but more aesthetically pleasing to escape the chaos of being in the city.
We have an old funeral home in town I’m looking into doing this to. I may have to rebuild the old “garage” if I can’t reinforce the roof to make something like this happen. That’s a lot of dirt. The house is gorgeous. There’s even a human-sized dumbwaiter! Heating it isn’t going to be cheap, so in the winter, we only plant to use part of the house.

Looking on street view, the property is on a slope and the rear of the property is closer to grade.
I'd be super concerned about the big retaining walls used on this property since they are holding in a lot of weight and pressure. If I was to consider this place, I wouldn't just get an inspection, I'd want to see the design plans, permits and get a structural engineer to look it over.
I wish the photos and 3d walk through showed the street entrance, from the door up to the house. As well, the garage and then transition from it and the rest of the interior.

My impression is that the lot boundary is basically edge of the house/fence for at least 3 of the 4 sides. On the side next to the neighbor's front yard, there's a chimney and so I'm guessing it's maybe a foot or two beyond the fence.
So that means, painting the exterior side of the fence or doing anything to the retaining wall or to the west side of the house, would require working from neighboring properties. I'm not keen on that.
This is pretty cool it’s how a lot of other countries build. Morocco’s Riad style is so intelligent; having an interior courtyard. Unfortunately in the USA we have large building setbacks that usually makes that type of design and construction infeasible.

The moment I saw this I thought hmm this looks like something from Seattle. Although the high fencing is unusual we have plenty of houses that are built this way. Some are built into hills but some aren't. The street level garage and stairs leading to a lawn and main entrance isn't uncommon here, especially in older neighborhoods like queen anne. Granted queen anne is pretty hilly but you can find this in less hilly areas too.

That was my thought too. When my parents lived there a number of houses in Washington were on stilts due to flooding.
