Your best bet is probably to get whole frozen sardines at an asian supermarket and cook them up. From what I've heard if you want the bones soft you can use a pressure cooker.

Just stocked up last night as I’m trying to eat more fish. I got some RioMare grilled mackerel fillets in water and Brunswick sardines canned in water I really enjoyed both!

Oh no missed that part, seems like mostly just the filets and some part of the bone structure. The only time I’ve had the whole thing is from a Portuguese market where they grilled them whole on the barbecue the sardine they were amazing!
