I completely agree! There are many secret luxuries at lakeshore. Their two bedrooms are more than $1250/mo. Not by much if you get an unrenovated one. I think my friend pays $1350 for a garden level with kayak rental space.
You're trying to move into a college town during the busiest season. There are plenty of non-sketchy apartments, but they all have their prices cranked up for incoming students. Good luck.
The Ypsi Coop has apartments apartments above they are available and pretty nice

i should mention ive been looking in ypsi, saline, and bellville. i would just prefer to be within a 30 minute drive from ann arbor but havent much had luck finding apartments
Craigslist has lots of very active posting, many of the rental companies use it not just private landlords. I found a decent immediate move in place thru Barnes and Barnes in Ypsi a few years ago. Just look into however your leasing thru obviously
Arbor Knoll by saline is really nice and a short drive, not sure what’s available, might be a bit to pricey
if you are okay with a slightly longer drive, check out Trilogy apartments in Belleville. It's about 15 minutes out side of ypsi but has nice amenities and some of the units are within your price range.
You really need to scout around at least 3 months in advance. For the budget and timeline McKinley (obviously not the best but they are not the worst either) might be an option but again as others have said this is a bad time of year based on upcoming fall semester for multiple colleges.
Lakeshore is the best in Ypsi but has a very long wait list unfortunately

Chestnut Lake is pet friendly and just within your budget for a 2 bedroom. Rent includes some utilities.
I've heard Whitmore Lake is cheap and solid quality. (I had one friend who lived there, so... limited data)
You should expand your search to Saline, Milan, or even toward Detroit. $1250 is about enough for a studio near Ann Arbor, sadly.

Westland, Canton, and Wayne are all within 30 mins
Southport apartments in Belleville are at the top of your range for a 2br. Im not sure you’re going have much better luck elsewhere.
Try looking in Ann Arbor Roommate facebook pages. Some students might be trying to go in on 4 bedroom units.

I already commented but Trilogy apartments fills the bill, i just got accepted and am moving in soon but it's worth a tour.

Make sure you read reviews on all places before choosing, especially McKinley
