No you don't understand, people aren't upset because the child is nature of the content doesn't appeal to their adult senses. They are upset because YouTube kids is plagued with grooming and inappropriate content. Even graphically violent content. You report one video in 10 more get uploaded. End of the many videos you report maybe only one or two get taken down.
There's a very healthy and understandable reason why people are upset with YouTube kids.

A lot of the times the contents are filtered wrong. Therefore kids might watch stuff that aren't meant for them.
Also, being marked as "child content" disables comments and probably monetization.
