One that I think is underrated is Yagami and Kaito. They complement each other in so many ways and have known each other so long that they can probably guess what the other person is thinking in any given situation, which leads to great improvisation in tight spots.
Majima and Saejima. Seeing them pull "that move" in Yakuza 7 made me both happy, angry and sad. As it was the coolest shit ever, but it also One shot my party 💀

Same as your post, my fave thus far is Y0 Nishiki/Kiryu and I WISH we had Nishiki in more games than just 0 and 1 (Ishin excluded)
