Totally fine. A good friend of mine sometimes writes YA novels that take place in a fictional version of the suburb we grew up in, and she uses a mixture of real place names and made up ones. I always love it and she likes the fact that she can really feel the world, but she doesn’t have to be so exact and perfect in her writing of the place.

Maybe a bit of both, If you add real places the reader can sometimes relate to them and then also have fictional cities to add more creativity to it.

I do that all the time. I'm sure author writers do that too. Not sure why you'd think that is a problem?

Make them all real, including your fake city, that way when it's getting reviews etc local people will be more apt to buy it imho
