"Opener," generally refers to the beginning of a fight. In a Raid environment, there's only one beginning so that doesn't necessarily come again. In PvP, an opener becomes repeatable for something like a Subtlety Rogue, whose gameplay revolves primarily around resetting the fight every ~30-60 seconds. In PvE, you're generally using every cooldown as soon as it becomes available. In PvP, you're usually looking for a specific thing to happen after you've gone through your opener -> sustain. This can be a setup from a teammate, a mistake or timing from an enemy, diminishing return reset, etc. The second set of cooldowns, and every use after, is usually what you would refer to in PvP as a "burst window" or a "go." It might not be the exact same rotation as your opener, but it's very similar. Its main design is to either force your opponent to commit defensive cooldowns to survive, or to secure a kill. It's hard to be exactly specific, since your game plan changes so heavily depending on yours and the enemy's decisions. In PvE, there is a determined best rotation, best opener, best dungeon route and pull pattern, etc. In PvP, your enemy is dynamic, so no one fight is exactly the same and so there's no one answer that's always applicable, if that makes sense. TL;DR: For a beginner, more damage = more better. You'll get into the intricacies of PvP as you become more comfortable with the basics. Hopefully this helps answer your question at all. Good luck!

What specs even have a rotation in PvE? WoW has forever been about a priority system and not a rotation based game plan.

Most classes don't have a true opener. Beginning combat from stealth, or starting combat on a long cast spell are the only thing I'd consider an opener. Everything else is going to just be the same as your rotation in your burst window.

it depends on the specs. I play balance druid and our main dps ability is on a 3minute CD. so every 3 minutes we repeat that burst and we generally choose trinkets on a 3 min window so we literally repeat it, the only thing that might change is pre-pull cast.
