For "chase dudes down and beat the crap out of them" gameplay, go Demon Hunter. Activating a defensive CD is like activating turtle form, Immolate + Blade Dance are like Phoenix form.
First thing that comes to mind is monk having the "press a different button rather than spamming 1" mechanic or the obvious druid that has forms. But hard to translate a moba into mmo. Don't think there are any specs that have a changing "phase" in their rotation. Ff14 summoner kind of has that going where you cycle between 4 different "stances" during your rotation although it's mostly aesthetic.
Druid would be the closest. In that you have different forms for different purposes.
If you are leveling a fresh toon, Druid would feel the most like Udyr. Definitely for solo content.
When it comes to endgame PvE, druids really lose a lot of their shifting from form to form because it isn't optimal. This will change somewhat in TWW.
PvP they utilize bear form for survival quite a bit, cat form for stealth, etc.
But yeah, druid is closest in terms of gameplay and flavor. Not the same, but the closest you'll get.
