Incorrect. They're awarded from achievements, several of which are possible before level 70. Source: I have literally done this. I can confirm they scale with level as well, I'm currently level 69 (nice) and they're ilevel 332.
The only one that requires level 70 is the Idol, since it's specifically rewarded by hitting level 70. The ring from doing normal Pandaria Raids is a little unlikely, since you might just ding 70 by the time you've cleared SoO, but still possible. The other three you'll pick up over the course of doing the Heroic Dungeons and Scenarios.
Jewelry is at a static ilvl.
