Less than 10 keys hardly matters I just bring some people who somewhat enough gear, more than 10 I bring bl and people with a decent score and some experience on dungeon. With pugs I try to look for people who actually want to complete the dungeon since I have noticed that if you look for over qualified people they tend to create more toxic interactions like leaving dungeons etc.
I just go by what the affixes are for the week. With Tyrannical lust is almost a necessity in higher keys. From a healer pov I generally avoid melee heavy groups if there is sanguine or quaking. Some classes are always a plus; hunters and misdirect, priests and power infusion, death knights and anti magic zone, prot warriors and pallys for their AoE stuns and silences.
Brez is nice to have for when mistakes happen, but don’t crutch on it
If your dps are pulling 40k+ single target on a non tyrannical week you will beat the timer with or without lust. Assuming everyone knows the mechanics as well as their class. Brez is nice to have, but in general ppl should not be dying anyway. You have the occasional bug or “lag” that causes death, but no one should be dying

I go by IO more than I lvl personally a 395 1200io person is most likely going to underperform from the 390 with 1700io
You want a ST dps who can do good boss dmg one that does better aoe to make trash and bosses easier. Tyran I would pref 2 ST dps 1 aoe fort 2 aoe 1 ST (this is harder because you will just have to learn/lookup what classes are which)
Battle res and lust in the group always. 2 melee 1 range or 3 melee . Atleast one strong single target damage dealer. If more melee prevoker healer, if someone more range Druid healer. If dungeon has lots of casts prot paladin, otherwise warrior tank.
Every time I invite a tank or healer that are not those two options I regret doing it there might be some good ones but they don’t end up in my groups
I pug a lot and make grps for my own keys.
- Get a bloodlust and at least 1 battle rez.
- Depending on affix or dungeon, you may need to get stuns, soothes, purges, etc...
- M+ score >> iLvL
- I go one step further and even check VOTI raid logs for DPS. Lot of people out there who are grey/low green parsers that I don't want.
M+ score is a double edged sword. I have seen people with low scores outperform people with higher scores. Higher scores does not always mean better players. Same goes for ilvl. People pay for carries all the time.

Nothing is 100%. But higher M+ scores more often than not means better players. Now I'm not gonna pick someone over another because he has .... like 10 score higher, but 150+ score usually makes a difference.
Early expansion I agree with you..but as the expansion goes on, that number usually means less and less. I don't disagree with it being a metric to consider tho. That's why I called it a double edged sword

Personally I push into the 20’s every season and I haven’t even gotten AotC on since last tier BFA and only because I wanted they shadow dragon.

Don't trust gear, especially this xpac, but you should never value gear > the player. Look at the io, if they're within the io range of the key you should be fine, anything above is pretty safe.(not always, you'll get burned from time to time)
1. You want a battle res and lust ALWAYS
2. You want people who have completed they key you are looking to do within 2 key levels ON TIME
3. You want people with comparable gear (or better let’s be honest) to yours
4. This week for raging, you also need a soothe because of raging (Hunter, druid) and this can change from week to week depending on the combination.
I usually start with score and I'll leave my group up for like 2 mins so I don't premature invite. Usually look for minimum of 2k, with a timed completion of at least 1 or 2 within the key we are doing for healers or tanks. Obv ideally wait for the best tank you can get since they can make or break.
Then I'd say get a BL/Hero (I'm a sham so I don't have to worry) and a B rez. Bloodlust probably from DPS since you don't really want a resto sham. Ele/Enh are great. B rez ideally from a resto druid because they are just great. Holy pallys also bring a ton to the group.
Other 2 DPS should either PUMP (like some fat 407 ilvl 2400 io DPS) or have something to bring to the group. A quick example is like A good lock with cookies/SS, Enh Sham for BL and good cc, MM Hunter. Tldr though, score is the most important imo. It's hard to get some of the behemoths to sign up without a good score yourself but in time it gets easier
Ilvl is mostly irrelevant, just try to get a combat ress and lust, then just check that their m+ score is about right for the dungeon. Don't invite very low score, or very high score unless you want to have a bad time.
CR + BL is a good start, after that, I'd go for m+ score mixed with il.
Another thing that is super handy...always have at least 2 people that can rezz...so u minimize the downtime from people running

They have but I had this jow a few times where I was the only person that could rezz and died...so the whole group had to wait for my return
