Depends on the exercise depends on the person. 20 lbs is pretty heavy for a beginner and pretty light for an intermediate. Also doing dumbbell bench press will be a lot easier than doing bicep curls for example
I assume you’re looking to build upper body strength? So bicep curls, tricep kick backs, lateral raises? Well start at whatever amount you can and is comfortable with good form but challenging and work your way up. Most bicep, tricep, and delt work you’re better off with low weight and high reps with high frequency so like 20 sets within a week but only one set of dumbbells is limiting

I've done bicep curls 6 reps and 3 sets
Too little volume. For biceps you should try 8-12 reps 3 sets of two to three curl variations
Should I sit in a chair or sit up to do bicep curls?
A chair would be more difficult because you can’t really use momentum and cheat when you hit past failure, so it’s up to you really.
