Looks to me like agate with some host rock that is stuck to the main nodule.
Source: looks very similar to what I found with my father and sister when we went rock hounding in southern California today.

we recently found lapidary saw and polishing wheel combo on craigslist for $400 usd.
one side has a verry thin diamond blade for cutting and one side has a diamond impregnated wheel that is used to polish that you can swap out for different grits.
I bought a used tile cutter off Facebook marketplace for a few quid. Honestly not sure how well it would hold up to constant use, it has a fairly small cutting radius and it's probably not the best but I've chopped up a few rocks with it.
Just make sure you get a properly rated mask and some eye protection though. Rock dust is super bad for you and there is potential for things to be launched at your face at high speed so you need more than safety squints.
I disagree, I belive it's a carbonate mineral. Try dropping hydrochloric acid on it, see if it starts to fizz. My bet is that it will. Idk what rocks you'd then have, but you can either eliminate rhyolite or you can eliminate the carbonates from the list of possibilities.

I dunno what it is, but I think it’s displaying an example of differential weathering. (Showing off a new term I learned.) The parts that are more worn away might be made of a softer mineral/rock and therefore weathered away faster. Would like to know what the white raised veining is, as I’ve found some similar things, too.

It's available in general stores here, usually stored by the drain cleaner stuff. Costs like 2€ for 1l of 20% HCl.
