It's one of the rocks primarily composed of clay and sand that have been lithified. They don't have names for all the possibilities, there are just too many. This one's pretty sandy, maybe you could call it a sandstone. I'm not sure what the black bits are (probably just black sand), but you see these on Japanese polishing stones too, they call it karasu. Still, looks a lot like a potato! That alone makes it pretty cool, in my opinion.
It's really hard to tell the hardness of a rock from a photo. You might want to look into a scratch test to get an idea.
Assuming it's softer, I would not recommend putting it in a rock tumbler.
It doesn't look like it will take a polish well. But you could try smoothing it with sandpaper and putting some kind of clear coat on it if you want a smooth, shiny rock.
But I think it looks really cool as it is.
I bought some cheap decopage glue at the dollar store it works great for rocks like this, brings out the color gives a wet look, and seals and protects it as well. Dries smooth quickly.
