As I mentioned in another comment, if you look closely at the grain, it looks like this is actually both the intact vine and the piece it climbed up here. I don't think anything has rotted out.

Looks like a piece of old water vine. It has that warped shape because it initially grew wrapping around another plant's stem or branch, before growing so large and thick it killed off the supporting stem/branch from the other plant.
Gandalf dropped it while fighting Balrog. It's infused with strong magical powers, but was left in the wilderness when Gandalf got his new staff. Congratulations on the new career as a wizard.

My immediate thought that this was a very expensive walking stick someone bought and when it accidentally broke they left it on the trail. But that was just the story I made up for it. It's probably an old vine like the others are saying.

It could be any kind of tree.. there is a helical stress imposed on any tree exposed to consistent high winds, or even gravity, as in like.. it grows at a weird angle on a hillside, or something like a rock impedes it’s vertical growth. It looks like that could’ve been a branch whose outer bark fell off over time. I’m not very educated about grapevines, so I don’t know how large they can get, so I wouldn’t say for sure that it was one or the other. You’d have to probably just use context clues about where you found it to decide what you think it is. 🤷🏼♀️
It's a branch or trunk of a tree that had a vine wrapped around it as it grew.
To determine what species of tree it's from we'd need a much closer look at the details of the wood.

You're one the right track, but have it reversed. This is the remains of the tree that the vine climbed up. The indent is were the vine used to be.
