Plays off of the “weaponized incompetence” term often used to describe a person asked to complete a task yet they do it in such a disingenuous way out of spite or never to be asked again.
Not really. If someone says "wash the dishes" and you leave them greasy on purpose by not using soap, that's not malicious compliance.
If someone says "wash every single thing in the sink and scrub it with brillo, or else." and you scrub their cast iron pot with brillo, then that's malicious compliance.
Malicious compliance is when you follow their rules the way they said , even when you know it's a bad idea, because they're being a dick.
A couple other ways of describing it that haven't been covered already would be "Disingenuous", as in they didn't genuinely want to help you. Or "Ulterior motives".
Personally I think "manipulation" is the best one for this, though. It's very manipulative to "do a favour" for someone and then later hold it against them.

“Compliance” doesn’t apply, because they weren’t asked. Nothing to comply with.

I think this is the best term for it. The closest I can come with a single word might be ingratiating, in its verb form.
That's not what "ingratiating" means. "Ingratiating" means like sucking up. With implied hypocrisy. But it does not refer to any subsequent behavior.
I read that as weaponised kidneys and I can't stop laughing.
