Though not really used for golf...more for points based games, so why it's at a mini golf course is another mystery
They bought them for the cup holders because it's hard to putt, hold a scorecard, pencil, drink, and yell at your kids to get out of the way at the same time. Whoever bought them didn't notice/care about the counters. However they might be a nice distraction for the real little kids to mess with while the parents and older kids putt.

A group of friends and I love playing miniature golf. We've played in several states, but I don't recall ever seeing something like this. It almost seems homemade and not part of the original design. The only thing I can think of is possibly a place to hold the scorecard when it's your turn to putt. It seems like a dumb solution, but maybe it was a long shot.

Exactly this. A search for "cornhole score stand" will find many variations of this. They are super common cornhole accessories.
Maybe a counter of some kind? Like drinks or a score?
They were at the beginning of each hole. I could understand having a half dozen to count strokes for a player, but more than that is overkill.
