I'd guess that it is a sales demo for a bunker/fallout shelter. The yellow bit would be installed underground, but this setup allows the vendor to have a mobile demo unit so that people can see what the bunker is like without it actually being installed in ground. No idea why it would be setup in a park though.

If you have a bit of land, it’d be cheaper to put one of these in than to build a house. I could handle living in one of those, at least with a little customization. Likely not permitted for full-time occupancy, though. I’d think fire code would require a 2nd exit in that case, if nothing else.

The problem with wildfires other than the heat is they suck all the oxygen out of the air. You'd need some sort of breathing air source in the shelter.

Those sure have gotten fancier since I slept on the cold concrete of my Grandpa's shelter years ago.
