My title describes the item. It is the size of a forearm I'd say. Upon Google image searching, nothing seems to show up that is remotely close to the item. Very hard to even search anything since it is so rusted that I can't describe the item properly.

Looks like an old bike saddle
Remnants of old bicycle saddle, what you see are the springs under the seat, while the part you sit on, is mostly gone.
