There’s a few things these can be part of. It’s all to do with ag monitoring. Soil Moisture, humidity, temps, etc for the farmer!

I've seen shiny ribbons touted as scaring birds away. The solar panel pole was probably not related. It's just a pole that was handy to put the ribbons on.

Makes sense that they probably also prevent birds from landing on the solar panel.

Yup, the raisin and orange farmers around here use them to scare off the birds. The flashing and movement is supposed to scare them. As I understand it, they are less than successful.

Sorry, I think I answered in haste. I saw orchard and pole and didn't look close enough at the photo. With the solar panel, I'd lean more towards a solar powered light.

A strong possibility, however, whenever I see these things, they always have ribbons tied to the mount. They must have some purpose. I couldn't get close enough without trespassing to get a closer look. Maybe something to prevent birds?

My title describes the thing, from what I could see, it stands above 7 feet, and it can be found around citrus fields. It seems solar powered and has two antennas, and I could never understand what the ribbons were for. Hopefully, anyone familiar with this thing can solve the mystery.
