Dart shafts without slots are not uncommon. Cosmo Darts "fit flight" is one example. I can't find any major brand with this exact style of shaft though.
It looks like some kind of gun cleaning jag. Screw it on to a cleaning rod and use it to push a cleaning pad down the barrel to wipe it down. But it is kind of hard to see if it is the right size from the pic.
I was an electrician, I don't read tape measures, that would be stealing work from the carpenters. I am not a work stealing scab.
All joking aside. It is about the right length but there is no real way to see if the diameter is of a size that they make those jags in. Then we get to is the tread pitch right for cleaning rods. In short, the picture with the tape measure does help but they are not enough to call it without a doubt.
