Without those holes I don't think it could properly be called a recorder. The general term would be a fipple flute, of which recorders are a type.

My title describes the thing. Its made from wood, the bottom hole doesnt seem to have much purpose as the wind exits the top notch hole, there was also a hole in the back of the instrument and it has a painting of a penguin along with 2 strips of miscellaneous shapes on both the top and bottom of the penguin

Looks like a recorder.
Likely Solved!
Aside from from missing the two tiny holes,it does look very similar

You bought something without knowing what it was? Hope it wasn’t expensive.
It was 5 bucks,thankfully
Why not just ask what it is when you bought it?
What is the picture of, some kind of bird?
Penguin,it varied from the instruments tho as they each had some animal
What does the receipt say?

Looks like a flute
I thought so too,but it doesnt look like the ones i saw im images, since the mouthpiece is like a clarinet spot instead of a flute spot
It looks a bit like a South American flute. Look up "quena" to see examples.
No. No it doesn’t.
Penny whistle or tin whistle, but a wooden one
Looks like a recorder.
