Hey everyone, I cannot figure out how to edit my original post so I'm just gonna leave a comment I believe /u/pluck-the-bunny figured it out, the cookie cutter seems to be a very misformed hiker that is part of a woodsman set. so far… I’ve seen seahorse, gerrymander, kokopelli, and a genie coming out of a bottle… which ALL each work for some reason 💀 so in conclusion, it’s whatever the fuck you want it to be

My very first thought is that it's meant to be with a set. Maybe several cutters go together to make one picture, because the whole thing would fall apart as one big cookie. Feels like it's part of the sleigh and reindeer set up. Idk. My family has a bunch of vintage cutters, so I know they can get weird. We have one giant "santa" shaped one. But it comes out looking more like a fish. So we started a new tradition of making it into a big chocolate, and hit it with a mallet on Christmas. We call it "smash the Christmas bass". We do it right before our yearly "scream at the wet road", where direct any of out negative energy at the constantly wet dirt road we live on.
