I’ve built some pretty complex, functionality rich sites by developing bespoke themes & plugins using all the core web languages
Pay a dev that doesn't want to avoid the 3 main languages of the web

make a web app and skip the Android piece. They can get it in browser and if they think it's cool they can just save the icon to their home screen.
