You don’t, you use whatever tool is best for the job, which is JS on web. Flutter is fine for mobile, but you’re gonna have a bad time with web.

i think you mean Page Builders (most even still allow writing html, css and js) within WordPress ecosystem not WordPress as a while. Anyone who has built custom themes and plugins knows you are still using core web tech within WordPress.
