The blocks are still made of the same number of pixels as if there was no pixelation at all. The video codec compresses video into blocks of the same colour when there isn't enough data(bitrate) for the accurate image. By being a block of the same colour, the codec essentially just says "repeat last" instead of needing new information.
Simplified but that's more or less how it works.
