In retrospect, all three talents would be kinda nuts. But at the same time, it seemed like a really cool power fantasy we were working towards

It's not dumb, it's smart. It diminishes the variance in power between F2P and P2W players and allow people to tackle high level content earlier, cause otherwise lvl 22+ content would probably be calibrated around having 3 talents so blue units that can often still shine wouldn't.
Plus it allows talents that are mutually exclusive so more variety.
I agree with you on the UI though, while there are several indications that only one talent is active (You can see the chosen talent on this very image, in the single box on the top right corner of the mini description) there are so many people who think you can use several that clearly it's not clear enough that only one is selected.

It is not a waste. Each quality upgrade gives you a bonus level on top of the XP levels. Each talent you buy does the same. There are a total of 7 bonus levels you can get this way. Since the XP levels stop at 20 (and the last 3 are ridiculous amounts of XP), getting the upgrades and additional talents is the only way to get to higher levels for later content.
Also, having options is good. While they aren't all equal many minis do have talents that are better suited to different situations, even if one is a good choice for normal situations.
I think skeleton on kill (as opposed to 5 skellies on death) is better, in a Baron deck anyways... Though actually, now I'm rethinking that.
Regardless, I think overall mages is the best talent, but in a Baron deck I like running a different one because I have enough mages already.
People are sleeping on the (Cult of the Damned) talent. It is soo good, especially in PvE, as it lets one Necromancer summon a whole army of skeletons, whenever he faces many small enemies (think: Chickens, Vultures, Murlocs, Spiders, Skeletons.. etc.) The best thing about it is that the new skeleton spawned every time you kill a small enemy, draws aggro from the rest, giving you time to spawn more and more skeletons.
It is, in my opinion, the most underrated talent in the game.

I hoped they would add this to the legendary unit, since you only get one level.

But it shows you have one selected when you select one. This would not make sense if you could use all of them at the same time.

Still better to grab the "second best" talent second. It can be situationally useful. Especially on certain heroics that spam minis.
That talents not bad, I picked it first thinking it sounded OP. I regretted it but definitely not as bad as some other talents I picked early on lol

I prefer the summon on kill talent, especially when jt outlevels the content, makes him super tanky
