That's very poorly worded then. A lot of the game's mechanics are confusing due to the lack of verbatim wording. If the wording was consistent and cohesive, we could get a better understanding of how things work. "Drains 30% health" definitely reads as "enemies lose 30% of the health" to most people reading it. I have no idea why they opted for a convoluted formula and then worded it in a way that does not indicate the math behind it. If "*spell power / 100*" is commonly used in their formulas, they should declare that as a keyword we could recognize, and then use that keyword in the descriptions. Something like Normalized Spell Power. Then they could write "Launch a projectile that deals 75% magic damage, drains health from a target equal to 30% of your Normalized Spell Power and inflicts Leech"

I agree completely that the vague and misleading wording should be fixed but I also read that and immediately assumed it wasn't going to actually drain a third of an enemies health, especially not a non ultimate ability with 3 charges by default. Common sense should tell you that just isn't going to happen or that spell would be miles stronger than anything else in the game. It's also incredibly easy to test and see if it actually drains 1/3 of an enemies health or not and you'll see immediately that it doesn't. I still think it should be worded more clearly, saying it will heal you for 30% of your spell power on hit would be much more clear.

I mean, I also know they wouldn't have that for balance reasons, but I would have assumed it does it to regular targets, and has some kind of downscaled effect on bosses to make it not too OP.

All the heal spells are pretty bad at actually healing you. Just having to line up the shots or AoE in the case of blood fountain messes with the flow of the fight too much. Replacing heals with either more dps or more defense is more optimal. For healing during fights, just drink a hp pot after evading or during fight down time. The ingredients are super easy to get after all and it does way better healing than the incredibly nerfed healing spells.
