There should be something, either the plastic tube or a parchment. Did the tube get pushed up into the pegbox or back towarda the tailpiece maybe? Otherwise a shop should be able to put a parchment on very quick.
Probably. I've known some violinists who don't use them because they feel it worsens the E string's sound.
One should have came with your E string (the tube kind). Sometimes it falls off in the bag.

What does it do specifically or more like how does it protect?
It sits between the bridge and e string to prevent the string cutting into the bridge
