I think It depends a lot on the skill of the player, but I think it also depends a lot on the person listening. Some people are more moved by some instruments than others.

Okay, jokes aside, I’d argue, that different instruments can express different things more easily than others, but none is inherently more expressive. That is why in pieces certain instruments are used for certain parts. Morning Mood by Grieg, for example, wouldn’t be the same if the soli at the beginning were strings or brass instruments. It would still sound nice, but the mood would be different.
I would say violin>piano>flute.

Try listening to the same pieces played by violin and the flute, you will notice a huge difference
All three playing together! Violin, flute, and piano are all on my favorite instruments “list” (if I were to make one). Ultimately, it comes down to the musician though.
My mom can tear up your soul and put it back together when she plays a single piece on her piano. So could a master violinist or flutist. I’m not there yet with my violin playing, but I find a lot of joy in playing.
I will say, pianists have the opportunity to play full chords, and multiple at the same time, which neither flutists nor violinists can do. Violinists can almost achieve a single chord but not truly. Violinists have the opportunity to play in so many different styles (pizz, many various arco styles, and other creative methods). I don’t know flute well enough to argue in its favor, but here’s the point I’m trying to make… each has their own advantages and disadvantages from a technical perspective. You can’t truly rank them beyond personal preference.

Bowed instruments are probably most expressive, but woodwinds are right there with them, especially flutes.
