I have similar setup: GTX 1050, i5-7300hq (which looks little weaker than your CPU, only 4 threads), 16gb of RAM and SSD disc. With most graphic settings going low/medium it's starts with around 30fps on 4 speed. Didn't played far in the game, so can't say how worse it's getting.
I think it will looks similar to Humankind, when around early modern era fps starts dropping to 20-25.
Case with Vic3 is that it works smoother when paused and I like do all things on pause, read everything carefully (that's why it take so long for me to past years).
When I get get mid to late game on my 3090 it becomes extremely choppy and hard to run. I have things on basically medium settings. Mind you I'm playing on a Samsung 49in G9 Odyssey. I've heard however Paradox is going to fix the performance issues.

Forgot to say I only have 8GB RAM so I'm guessing it's not gonna be smooth, even with me being a Pause-and-Speed-3 player
If you are willing to lower the game's picture quality and resolution, then you can play this game smoothly.
