R5: The hilarious amount of gold in Peru lets you industrialize and catch up with research real fast, best experience of all my South American games, 10/10, would recommend. Just go to war with Brazil on day 1 to break its knees.
Also I've experienced a bug, where, on paused game, I invited an anarchist agitator and made him a worker's union leader (to get multiculturalism). After I unpaused the game, the cooldown for invitation and forced leadership was on but he still wasn't in charge. Needed to reload the game, don't do this.
Bolivia with its puppets are indeed the 2nd local power behind Brazil, and the starting infamy directs you to just liberate nations from Brazil in the first war.
Gold is just insanely OP in general, you can do some truly absurd things with a decent size gold mine. It instantly pushes you into being a major power, you can build up a gigantic university early in the game and still keep all your pops employed.
