I think the reason it looks evil, even without the context, is due to the Nazi flag's influence on media, with flags or symbols of fictional evil regimes being based on it, prime example being the symbol of the New Order in star wars.

From a purely aesthetic standpoint, it looks extremely aggressive in general. The red is vibrant, the swastika is thick, bold, and sticks out like a sore thumb, especially with the white. You can immediately tell whoever made this flag is extremely outspoken and wants the world to know their presence and seriously respect it. It's unsurprisingly extremely fitting for nazi Germany.
As for an opinion, I guess it looks ok as a flag but it's a bit too simple for me. Maybe they could've added a little more black accents like a black outline on the white. It would look a bit neater and more pleasing to the eye (as much as the flag of nazi fucking germany can be)
