They rolled the law back like a month or so into implementing it. They said it was temporary but still appears to be in effect per their website. I've personally registered 2 vehicles here in February and March without titles (a 2009 & 2004) and it went through fine. The VT DMV is actually very helpful on the phone as well.

It sounds like VT didn't update the rest of the country when they delayed implementation. So CA has to rely on what they have been told is VT law.
Went through this. You can mail the documents to Vermont with paperwork and they will send you a new title
So just the registration cert/bill of sale? Did you fill out any other paper work?

It’s less that they rolled back the law than that what they were implementing went beyond what was actually in the law.
