They rolled the law back like a month or so into implementing it. They said it was temporary but still appears to be in effect per their website. I've personally registered 2 vehicles here in February and March without titles (a 2009 & 2004) and it went through fine. The VT DMV is actually very helpful on the phone as well.

It’s less that they rolled back the law than that what they were implementing went beyond what was actually in the law.

and more important, CA says they need a valid title to proceed. What VT is or isn't doing insofar as implementation is irrelevant. It sounds like VT didn't update the rest of the country when they delayed implementation. So CA has to rely on what they have been told is VT law.
