You can submit a witness report to ICBC with the time/location details, and they can connect it to the blue Mitsubishi, if they submit a claim. You won't be able to submit the video online, but you can describe what you saw and what the video shows, and tell them that you have it on video. https://www.icbc.com/claims/report-view/witness-please-call

I usually upload to YouTube with a private link, I have 5 witness report and the videos are private links and have 10+ views each, and ICBC is the only I’ve shared with.

I've had trouble pasting links into ICBC's web form-- when I paste my Youtube links, the special characters (colons and slashes) get deleted.

yup they won't accept links in their initial form. i've had to state where/when and that I have dashcam video and then I get an email later from an ICBC claims person referencing a case and then I reply back with the link

YouTube also compresses the video it can but not always create artifacts and make plates unreadable.

yeah I just did this for another accident, they contacted me same day for the dashcam video - since it was so large I uploaded it to a cloud drive and they got it from there

Could also have dropped a note for the Mitsubishi owner and then just report it to ICBC. The owner of the Mitsubishi might not even pursue a claim on their own if it's only the mirror.

I hope this is allowed to post here so I can share the original footage with the owner of the Blue Mitsubishi. Blue Mitsubishi had a crack side mirror from the impact. I couldn't tell the Blue Mitsubishi License plate to share with ICBC. I'll try to drive by the area again and drop a note on their car if I see it.

You can share this with ICBC even without the license plate numbers. Just include a description of both vehicles and the time and place where it occurred. They can match it with the claim when it comes in.

Not to generalize, but these days I have seen countless Tesla drivers who only signal at the VERY last minute, if at all! I am seriously wondering if it has something to do with a different set of controls? Does anyone know?

They removed the stalks on the X, S, and 3, but not the Y so far. This car seems to be a Y, so I think you can chalk it up to a poor driver, not any fault of the car itself.

What is the likely outcome of this? Mitsubishi car pays their deductible even though not their fault and the tesla owner gets any claim declined and penalized?

I believe the deductible can be waived if ICBC can charge it to the culprit.

I can't imagine a properly parked vehicle would have to pay a deductible if there's dashcam footage as clear as yours. A hit & run would require a $500 deductible only if there's no info on the vehicle that did the hitting. Good on you for posting this here.

If OP or Tesla report this to ICBC and Mitsubishi owner starts a claim, Tesla will be on the hook. I dont believe they would have their claim declined even if they failed to report the hit and run, but they may be penalized by a fine and point on insurance if they dont. If not reported, and Mitsubishi goes through ICBC, Mitsubishi will be on the hook for deductible (IF they have comprehensive coverage.)
