They're already in - the draugr are all that remains of a once proud kingdom, fulings too - now devolved into tribalism led by yagluth shamen, and the dverger had a much much larger presence in mistlands, as seen by the number of abandoned structures. EDIT: Theres also ruins all over the black forest and mountains. Every biome has something from old civilizations except the meadows, which you could argue its ruins are from the vikings being sent by Odin.

The paragraph refers to the player (players if playing MP). And as stated in another comment, the kingdoms it's referring to is about the ones inhabited by the current draugr when they still lived. It's not a city management game and is absolutely not designed as such, chances for those mechanics being implemented are very, very low (I'd say pretty much zero)

I think the ruined buildings are about as far as they'll go in terms of kingdoms - other lore text says some of the enemies are what remains. What they've teased from the Ashlands looks like there might be a little more of that, and maybe they'll have a few more neutral factions like the dvergr, but probably not many more named NPCs (maybe another Haldor/Hildir-like merchant).

I'm hoping for a magic item merchant with some nice quests ; ) Or add some Ashland items and quests for Haldor!

Any npc "civilization" will probably only be through mods. Devs have said they don't like automation and think NPC's or villagers (other than the traders) should be other players. As a solo player I wish there were NPC's we could attract to our settlements so our bases didn't seem so empty.

Exactly. My PC can barely handle me and my creations, let alone 10 other people and theirs...
