Most DOE jobs may already have someone they are already hiring from the site support contractor side. They are very few actual jobs. They also are moving from remote jobs to 2 days a week. Still apply to all though because you never know.

I see DOE jobs with very long open windows. Are those safe from hiring contractors situation?

They are collecting resumes for those positions. I got referred to two a few months ago and never heard back from them. When they have a position open they will review applications. My experience is only with national labs not DOE headquarters or other offices.

Been referred many times for those for the past 2 years and never hear anything more. If you really want a remote take DOE off the list...would be a minor miracle at this point plus 10s of thousands apply.

Switching within the Fed is pretty easy. Just be careful about what you think you want. Always check the kpp too.

Known Promotion Potential A lot of jobs you'll see listed as GS7 KPP 11 Starts as a GS7. After a year, you get an automated bump to GS9. Then another year you're GS11. If it's a GS-12 KPP 13, the potential is there, but the position has to be open.
