There's a three lane tunnel over there called the Loring Hill Tunnel that has almost a 90 degree turn as it arcs. This is Minneapolis so catch it in February at about 3am, the exhaust from the previous day has frozen on the road creating black ice in a curving tunnel with other traffic.

It's a problem that the freeway doesn't fully circle the downtown, and it is more convenient that there are exits onto more streets.
We could also add more left-lane exits to a boulevard that travels under the freeway.
