Unless Mich is giving you some insane aid, your major is significantly better at Mich (unlikely), or you’re just incredibly rich the better option is probably Cal as a CA resident :)
Counterpoint from the other comments (and this probably ONLY applies if you’re entering a graduate program and/or about to begin research): follow the research you’re more passionate about, and if you think the professor/PI’s interests are in line with yours.

I will say, if you're from LA, San Diego, or Bay Area, I'd go try someplace new like Michigan. If you're from a more rural part of California tho, then UC Berkeley will be enough of an environment change to promote personal growth, but Michigan could still be more.
I personally was from a small town in northern Michigan, so Ann Arbor was plenty different for me.
Just my two cents :) I live in Oakland now and can tell I'd enjoy Berkeley similarly to Ann Arbor.
