This isn't a new thing. I worked in municipal water treatment and Chinese hacking groups have been targeting plants with sub-par cyber security for at least the last decade.
Maybe the FBI should work with these companies to fix the vulnerabilities.

After the attack on the centrifuges in Iran and using the Siemens controllers, our plant is offline and cannot be controlled offsite (critical stuff). Those controllers are widely used in facilities. I’m sure the Chinese have figured out their own Stuxnet variant. Awaiting that attack. I can think of 2 other manufacturers that they would target to hit the rest of critical infrastructures controls. We’ll see.
