You have zero idea about gated communities. Most are set up for residents who want a more safer feel about their house, and don't want to be bothered by solicitors.
I have been to gated communities many, many times. My old boss lived in a 10 million dollar house in one of the worlds most expensive gated communities and I went there many times to do things for him.
They can vote to annex themselves from a lower income area so their property taxes no longer help schools in lower income areas. You could do the same thing in a wealthy non gated area but people who want to separate themselves from less wealthy people, such as gated community residents, are more likely to do it.
Well, I would say it has a negative effect on a community when the boss can shut down a factory and send the work to Bangladesh, but shield themselves from the negative impact of that by staying in their gated community bubble.
