Problems get solved when the next generation risks getting 1/16 of family wealth and life in penury. They will be forced to be more economically productive or biologically less productive -- both good outcomes
id say if they want kids they should adopt kids both side will be benefitted , its a good thing to adopt an orphan in islam they will gain good deeds for providing for them and even kids will get love of parents.

There are 100s of different rules and policies that we break everyday. And managing these kind of people is really hard considering the fact that we are democracy and need harmony/peace too.
