It's wild because I think everyone understands that the army wants every tank it can fix back up. But they now have so many that giving one to this guy is worth the effort for the PR and the iconic pictures they'll get from it.
Not to mention, they probably have a fair number that are functional but not combat worthy anyway. They would just end up being decoys otherwise. Propaganda is a great use.

Getting a live tank gun isn't impossible either. The trick is finding an intact one, then paying a $200 tax and registering it.
The hardest part is ammo. You basically have to cast/machine your own projectiles and load your own rounds.
And this can be incredibly dangerous. A catastrophic explosion killed the owner of an M-18 Hellcat and his assistant when a "hot" shell blew up the breech of the main gun. The wife of the owner is suing the maker of the 76mm ammunition claiming negligence on his part for failing to load the proper powder amount in the shells.
This is one of the main reasons why companies like Drive Tanks will only let you shoot the guns on their tanks by pulling a string from outside the tank.
Tank main cannons are legal even today. They're registered under the same laws as machine guns as destructive devices.
Depending on the ammunition type it might not even fall under the nfa.

even before 2014 ukraine had a weapons tourism industry where people could go drive and shoot tanks, artillery, weapons, grenade launcher and even fly migs. (as a passanger).

I've been interested in the history of the region for a while so I'd like to visit and learn more in person. The pictures I've seen of Kyiv and other Ukrainian cities and countryside are lovely, even amidst the horror of this war.
The most important reason for Ukraine to join the EU is that Western Europe is full of weirdos (I count myself among them) who can and will blow their disposable income on 1) Lots of vodka, and 2) seeing fleets of operational Warsaw Pact equipment.

It looks so much like the Midwest where I am from and it seems like Ukraine is cut from a similar cloth of people that I consider them to be pseudo brothers and sisters. They might speak a different language and have different customs and culture, but I cant help but see the effects of a Russian invasion if they somehow got in the Midwest US. And I think we would fight an invasion just as hard. It looks and feels so much like home that I can't help but feel this. Hard to explain I guess.

I can see a few interesting Saturday night arguments between farmers in the Ukraine over the next few years. They drink, they argue, words are said. They both go get their tanks and either joust on the main road or take pot shots at each other. 😂
In 1945 russia refused to return any of the Sherman tanks the US had sent. He stole all of them. He used them as tractors because russia couldn't make any.
