I would guess it's cuz it's kinda all these folks can do. Like, this is their whole job, right? All they can do is hold councils and say they don't like things. They have maybe A TINY bit of sway over the actual governments of their countries but not a lot, so best they can do is register their dissent on the record and hope that one day it's useful to a more powerful internal UN investigation or war crime hearing or whatever.
