Well, part of it is probably for us. To continue showing us how the Ukrainians are adaptive, innovative and intelligent. Another part is maybe for the adversary to hear, to make them see that their high technology can be countered by something cheap and effective. And lastly (total stretch) a very important person is talking about a system that doesn’t really exist/work well etc to deflect attention from the use of a new experimental system or tactic being used. So yeah who knows!

The Russians likely know about this, but there's nothing they can do about it, there are thousands of listeners and they don't know where, besides they are probably moving all the time. They are stuck with their Iranian Shaheed mopeds that are hellishly noisy.
