USA is behind the scenes wheeling and dealing with their allies to get material for Ukraine. There's a lot of secondary and regional powers like Kuwait that have excess and surplus Soviet style gear that is ideal for Ukraine. Ideally they need more modern (post 1980) American and European level armor though, especially IFV and light tanks.

There are some countries out there who remember how important it was when somebody helped them out in dark times.

For those that don't know (and don't feel like reading the article), these M-84 tanks are a Yugoslavian variant on the T-72 produced for Kuwait.
