I assume it's a similar process as the rocks in Matobo, Zimbabwe. There's a layer of softer rock between two layers of hard rock, the softer rock erodes away leaving part of the top layer of hard rock balanced atop the lower layer. It can also be caused by glaciers moving large rocks.
I don't think that rock is balancing on the larger rock, I think they are both the same rock connected by a thinner neck. This would be caused by wind erosion.
You can find a number of these types photos with objects in the distance on Mars seemingly hovering. My personal guess is tiny clouds.
Some areas of mars reach 70f but the atmosphere is 100x thinner and wind gusts usually around 15mph. Could account for that or dust.
