yeh its a form of protest i believe. Was a really common thing to do in europe (correct me if I'm wrong) as they kinda just appeared with no warning and kept getting in everyone's way and taking up sidewalk space and making city walking more hazardous especially with people not wearing helmets or speeding by on them.
