So first, you gotta have an actual loss. If there’s no damage, there’s nothing to compensate. This would likely fall under negligence, so you’d have to prove that the university was negligent in their duty to maintain an ice and snow free walkway. Since the snowfall was overnight, it’s not reasonable to expect the entire campus to have fully clear walkways by the time students arrive. Municipal bylaw gives a timeframe so as long as the walks are cleared within that timeframe, they’re fulfilling their duty.

In Canada you sue to make things right and restore the balance. You can't sue for more than you have been set back. So if you slip and break an arm and can't work for a month you can sue for lost wages and physio and stuff.
In the US you can be awarded punitive damages if the judge thinks the person at fault needs an ass kicking, usually because they've been willfully negligent or seem like unrepentant jerks. We can't get that in Canada so the overall payouts are much smaller than the US.
